Education

CMD GI Bill Award Program (California Military Department GI Bill)

Up to 100% tuition and fees at UC/CSU/CCC (approx. $14,000-$44,000/year)

Formerly the CNG EAAP. Pays up to 100% of tuition and fees at UC, CSU, or California Community Colleges for active California National Guard, State Guard, and Naval Militia members. Can also be used at eligible private institutions (capped at UC rate). Award = Total Cost of Attendance minus Federal Educational Benefits received. STACKING LOGIC: Chapter 33 (Post-9/11 GI Bill) at 100% usually covers full COA, reducing CMD award to $0. Partial Chapter 33 (e.g. 50%) leaves unmet COA that CMD covers. Chapter 30/1606 (Montgomery GI Bill) pays student directly as stipend — CMD covers the tuition portion since it goes unpaid. FTA, Pell Grants, and Chapter 31 (VR&E) are fully compatible. Application opens January 15 each year; priority deadline April 30; late applications accepted first-come-first-serve. Renewal deadline June 1. Requires FAFSA, CMD GI Bill Initial Application via CSAC, Statement of Understanding, Service Commitment Acknowledgement, and Letter of Recommendation (priority applicants only). Must maintain 2.0 GPA and enroll in minimum 3 units per term. Must be CA resident for 1+ year. Service commitment: 2 years in Cal Guard after last academic term or funds are recouped.

NOTE: CMD GI Bill subtracts federal education benefits (Post-9/11 GI Bill, FTA) before paying the remainder — it does not provide full payment on top of federal benefits.

California College Fee Waiver for Veterans' Dependents

Full fee waiver at CA public colleges

Waives enrollment fees at California Community Colleges, CSU, and UC for dependent children and surviving spouses of veterans who have a service-connected disability, died in service, or died of a service-connected disability. Also known as the Cal Vet Fee Waiver.

California National Guard State Tuition Assistance (State TA)

Supplemental tuition coverage beyond federal TA

California provides state-funded tuition assistance for California National Guard members in addition to federal Tuition Assistance. Covers costs at CA institutions not met by federal TA. Can be combined with federal TA ($250/credit hour up to $4,500/year). Available to active drilling Guard members in good standing. Housing

CalVet Farm and Home Loan Program

Below-market farm loan rates

Separate from the standard CalVet Home Loan. Provides below-market interest rate loans specifically for the purchase of farms and agricultural land by California veterans. CalVet holds the title as security until the loan is paid off (land contract model). Available to veterans who served during qualifying war periods or who have qualifying service as defined by CalVet.

CalVet Home Loan Program

Below-market home loan rates

Provides competitive below-market interest rate home loans to California veterans for the purchase of farms, homes, and mobile homes. No down payment required for some loans.

Employment

California Disabled Veteran Business Enterprise (DVBE) Certification

Access to 3% of CA state contracts (billions annually)

State certification for disabled veteran-owned businesses that provides access to state contracting opportunities. California state agencies are required to award at least 3% of contracts to DVBE-certified businesses. Provides competitive advantage in state procurement, access to DVBE set-aside contracts, and networking opportunities. Veteran must own at least 51% of the business and manage day-to-day operations. Must have service-connected disability rated by the VA.

California Veteran Employment Preference

5-10 points added to civil service exam score

California provides employment preference in state civil service hiring for veterans. Adds 10 points to passing examination score for disabled veterans (service-connected disability), 5 points for non-disabled veterans, and 5 points for surviving spouses/domestic partners. Applies to open competitive examinations for state positions. Must apply within the first eligibility list generated after separation or disability determination.

Tax

California Veterans Property Tax Exemption (Basic)

$4,000 off assessed value (~$40/year) — most homeowners do NOT qualify due to $5,000 asset cap

Basic property tax exemption of $4,000 off assessed value for wartime veterans. IMPORTANT LIMITATION: Veterans may not own property exceeding $5,000 total assessed value (single) or $10,000 (married) to qualify — the CA Board of Equalization states "a veteran who owns a home would most likely not qualify." This exemption is primarily useful for veterans who own limited personal property (vehicle, tools) but not real estate. No disability rating required. Qualifying war periods are enumerated in RTC § 205 (WWII through Vietnam); post-9/11 service is NOT explicitly listed — verify with county assessor. For homeowner veterans, the Disabled Veterans Property Tax Exemption (100% rating, up to $180,671-$271,009 off assessed value) is far more impactful. File BOE-261 with county assessor.

California Disabled Veterans Property Tax Exemption

Up to $180,671-$271,009 off assessed value

Significant property tax exemption for veterans rated 100% disabled or compensated at 100% due to unemployability. Basic exemption: up to $180,671 off assessed value. Low-income exemption: up to $271,009 off assessed value (household income under $81,131). Also available to veterans who are blind in both eyes or have lost use of 2+ limbs. File BOE-261-G with county assessor.

California Veteran License Plate Program

Free veteran license plates

California offers special veteran license plates at no extra charge for honorably discharged veterans. Plates identify the veteran status and are available for various military branches and campaigns. Some plates (Purple Heart, Medal of Honor, POW) include parking privileges and fee exemptions.

Free claims representation and veteran services

San Diego County provides comprehensive veterans services including free claims assistance and representation, Stand Down events for homeless veterans, Veterans Treatment Court, Cal-TAP transition assistance, and referrals to local veteran service organizations. The County Veterans Service Office (CVSO) helps with VA claims, appeals, and benefit applications at no charge.

Claims assistance, emergency aid, housing support

Los Angeles County Department of Military and Veterans Affairs provides claims assistance, emergency financial aid, housing assistance, and referral services for veterans residing in LA County. Includes the Veterans Service Office for free claims representation, Supportive Services for Veteran Families (SSVF), and access to the West LA VA Campus programs. Emergency aid includes rental assistance, utility payments, and food assistance for veterans in financial crisis.
