DC 9905Frequently Asked Questions About VA Disability Ratings
How does the VA rate disabilities?
The VA rates each service-connected disability using the Schedule for Rating Disabilities in 38 CFR Part 4. Each condition is assigned a diagnostic code with defined rating tiers (typically 0%, 10%, 20%, 30%, 40%, 50%, 60%, 70%, 80%, 90%, or 100%) tied to specific severity criteria. Multiple ratings are combined using the whole-person formula under 38 CFR § 4.25 — not simple addition.
What is 38 CFR Part 4?
38 CFR Part 4 is Title 38 of the Code of Federal Regulations, Part 4 — the Schedule for Rating Disabilities. It is the legal authority the VA uses to assign percentage ratings to service-connected conditions. It covers 15 body systems and over 600 diagnostic codes, each with tier-by-tier symptom criteria.
What is the difference between a diagnostic code and a body system?
A diagnostic code (DC) is a specific numeric identifier for a single condition within 38 CFR Part 4 — for example, DC 8100 for migraines. A body system is the broader category (e.g., Neurological Conditions) that groups related diagnostic codes. The VA first identifies the appropriate body system, then the diagnostic code within it.
How often are the VA rating criteria updated?
The VA updates 38 CFR Part 4 through the federal rulemaking process. Major updates are published in the Federal Register. VeteranHQ syncs rating criteria weekly from the eCFR API and displays the last-verified date on each condition page.
Are all VA disability claims rated on the same schedule?
Yes. All VA disability claims are rated under the same Schedule for Rating Disabilities (38 CFR Part 4), regardless of service branch or era. However, certain presumptive conditions — such as those associated with Agent Orange exposure or Gulf War service — carry a presumption of service connection that affects how the claim is established, not how the condition is rated once service connection is granted.
What is a combined disability rating?
The VA does not add disability ratings arithmetically. Instead it uses the combined ratings formula: each additional rating applies to the remaining "efficient" body (i.e., the whole person minus previously rated disabilities). For example, a 50% rating plus a 30% rating equals 65% combined (50 + 15 = 65), which rounds to 60% or 70% under VA rounding rules (§ 4.25).
